Ok, so no luck with the Open port 1.3U cable. I am going to wait until I can get enough money to buy this cable "EvoScan Subaru Select Monitor I (SSMI) 9pin/16pin DataLogger Cable (1990-1998)"
This has to work, or I have run out of options

if you are going to buy the evoscan cable, just make sure that you do not have the TX and RX in the 9 pin connector inverted before jumping to conclusions.
when I bought mine it was like that, and it was not easy to find the root cause for not making communication with the ecu.
If possible ask evoscan if this problem has been taken care of.

Well I have lost the ability to connect now. I don't know why but I don't have a COM port coming up in the device manager like I did when it worked.
I don't really know much but I believe I need a virtual COM port because the software I had working before was made to work with a serial port cable and not usb.
